The Canton City Council voted to approve a Canton Housing Needs Assessment and Market Study, which details how the city plans to deal with the rapid growth and development of Canton.

The housing study aims to estimate the need for growth and to identify key areas for such growth. The study will incorporate demographic information, locations, national best practices, and stakeholder input to suggest how this development might look. The study will also help maintain the balance of rental and for-sale options, avoiding the development of significant barriers to home ownership as the market grows, and the continued development of scalable and appropriate affordable housing options for moderate-income households.

The document is divided into three sections, with the first section being the baseline housing initiative report. This section includes a summary of major planning and house-related documents and discussion about key findings related to housing development in Canton. The second section is socioeconomic technical memorandum. This section details major characteristics of the population, estimates future population growth, and analyzes major household groups based on consumer profiles. The third section is housing stock, trends and projections. This section includes an analysis of the housing stock and uses population projects and market trends to estimate the demand for future residential development. The housing study also includes a stakeholder engagement section, a case studies section, and a development sites section.

In unrelated business, the council approved the writing of a letter to ask that the Cherokee County Water and Sewer Authority relinquish an area adjacent to Laurel Canyon from their water and sewer service delivery area for the purpose of developing a winery.

Utility Engineer Dave Hatabian said that Grid Properties is seeking to develop a winery on approximately 177 acres on this adjacent land. The property is currently within the CCWSA water and sewer service delivery area, but there is no infrastructure in place. Canton can provide both water and sewer service through Laurel Canyon.

City Manager Billy Peppers added that this proposal is contingent on the property being annexed and zoned into the city. The land in question is currently county property. The agenda packet noted that the developer has indicated it would move forward with annexation after water and sewer delivery has been finalized.

Lastly, council approved a proposal from Atkins for traffic engineering services for the intersections of Reinhardt College Parkway and Reservoir Drive, and Reservoir Drive and Hickory Log Drive. Development Services Manager Bethany Watson said this proposal includes a signal warrant analysis at both locations, and further analysis by the Georgia Department of Transportation for the intersection of Reinhardt College Parkway and Reservoir Drive. This study is being conducted in an effort to help ease safety concerns at these intersections.
