Safety director's military service in question

COBB COUNTY - Cobb County commissioners confirmed Thursday that the county has requested Public Safety Director Mickey Lloyd's military records from the U.S. Navy amid allegations that he has exaggerated his service during the Vietnam War and falsely claimed to have received some honors, including a Silver Star.

Lloyd consented to the county's requests for the documents, which could take months to arrive. He refused to answer questions from the Journal on Thursday, although he had been scheduled for an interview with Journal editors earlier in the day. Lloyd was unable to keep the appointment.

However, he issued this statement: "I am very proud of my military service and serving my country in Vietnam and the awards that I received. However, there are things that I cannot discuss in public."

On June 7, Commissioners received a letter from a "Byll Davis" of Vinings, accusing Lloyd of claiming to have earned five medals for his 18-month service in the Vietnam War.

Commissioner Helen Goreham said county staff could not locate a Byll Davis of Vinings.

The letter also referred to a website, www.pownetwork .org/phonies, that referencees Lloyd's name and claims.

The Web page also includes a copy of Lloyd's service record, gained through the Freedom of Information Act by the website operators, that shows Lloyd served on the USS Huntington destroyer during his service, which began in June 1968 and ended in February 1970.

That document lists only two awards for Lloyd: the National Defense Service Medal and the Vietnam Service Medal.

That matches one of two military discharge forms, called the DD 214, that Cobb County Government human resources has on file for Lloyd. Lloyd delivered that form to HR on March 22 for retirement incentive purposes, said county spokesman Robert Quigley.

But two weeks ago, Lloyd delivered a different DD 214 to the county's HR department to be "included in his personnel file," Quigley said.

That DD 214 has those two honors listed, plus these: the Presidential Unit Citation, the Navy Unit Citation, the Combat Action Ribbon, the Bronze Star (2) and the Silver Star.

Lloyd was among a handful of speaker-veterans honored on stage just over a month ago at the Smyrna Memorial Day event, held at the Smyrna Community Center. In the printed program for that event, which was read to the audience as an introduction for Lloyd, was this information: "Lloyd served 18 months in Vietnam as a member of SEAL Team 1, part of River Squadron 116, Mobile Riverine Force in the Mekong Delta. His decorations include the Silver Star, two Bronze stars, both with "V" device, and Purple Heart."

For now, the county commissioners will wait to see Lloyd's military records file, though there is no specific time frame for when that may be. Commissioner Bob Ott said the county was not going to act on the letter's allegations initially, but when Ott returned from a vacation to Florida with his family in June, his secretary gave him the letter with the DD 214 claiming seven medals stapled to the letter, given to her by Lloyd. Ott said Lloyd came to him and told him his county personnel file would produce two different DD 214 documents, and when Lloyd could not produce documentation for the medals in question, the county requested his military records "to clear it up."

As director of public safety, Lloyd manages the county's police, fire and emergency, 911 and animal control departments and is currently serving as the interim police chief until the county replaces George Hatfield, who retired in April as police chief.

A few years ago, Lloyd ordered an entire class of Cobb police recruits fired for cheating on tests. "If you cheat, embezzle or lie, you lose your credibility in court," he is quoted as saying at the time.

Woody Thompson, the interim county chairman until the vacancy is filled in the July 20 election, said if the allegations are true, Lloyd should resign.

"Yes. As much as it hurts, if he has lied, he should resign. That's the way we operate and the way he's operated his department," Thompson said.

Robert Ledee of Woodstock, a former Lt. Colonel in the U.S. Marine Corps and Vietnam veteran, said he has become an activist for catching those who publicly make false claims concerning their military service. Ledee said it is very common for veterans to have different DD 214 documents with discrepancies in medals awarded.

At Lloyd's request, Ledee used his contacts as the former commanding officer of the Joint Personnel Adjudication System in Washington, D.C. to "dig deep" into Lloyd's records in an effort to clear Lloyd's name. Ledee also said Lloyd's records, when the county receives them, will not list the five medals in question - and he believes Lloyd's medals could not be proven or disproven.

"I feel confident in fact that Mickey is who he says he is," said Ledee, who also confirmed he met with County Manager David Hankerson Thursday afternoon.

But Oliver Halle of east Cobb, a retired Federal Bureau of Investigation agent and also a Vietnam veteran, said that unless a soldier has served two different terms, it is impossible for one person to have two different DD 214 documents in his or her military records file.

"It can't happen. Here's why: when you're separated from active duty, they issue the DD 214 right there. They type it up, and it goes into your file. My DD 214 lists two medals I did not earn but my DD 214 will always remain the same. It will not change, and I have to black out the medals when I have to provide my DD 214. And the odds are between zero and none that a Silver Star would be on your DD 214 and no back-up documentation. There were a lot of signatures for that and a long paper trail to follow," Halle said.

"I've known Mickey for a lot of years. He appointed me to the Neighborhood Safety Commission. He's a good guy. I like him and respect him," Halle said. "But this comes down to a very simple answer. If someone accused you of not graduating from college, you have a transcript, you have a degree, so you can produce that. Even if the school burned down, there will be documentation to prove that you graduated from there. Someone vouching for you is not an acceptable answer."

Oh wow! another politician caught in a lie. Will we ever learn not to trust any of them? Every one of them federal, state and local are in it for their own interest. Since only the very rich can afford to run, only the very rich get represented.

I have read all the comments posted regarding Mr. Lloyd's military awards. Mr. Coker, you are obviously a friend of Mikey Lloyd. It is wonderful defend a friend. I hope you are right. I have my doubts.

Honesty and integrity need to be expected from all those that govern. If we can't trust our county manager and the board of commissioners to take appropriate action (when the facts are known) we know what to do in the ballot box.

Mr. Lloyd's intregrity will now be question all the police officers and firemen in this county. The dark cloud is now there. Mr. Lloyd's unwillingless to make a comment does not look good for him. Neither does the fact he has two of the DD214s. This does look very suspicious.

We as the citizens of this county need to hold the politicians accountable for those they put in charge.

Bad leadership will eventually have a long-term effect on all of us. The public safety employees of this couty are held to a very high level of honesty and accountability (as they should be) However, IT MUST START AT THE TOP.

Let's get this straight. There is NO CHANCE that Lloyd was a SEAL. Our organization has the database of every person who graduated from UDT/R or BUD/S Training. Lloyd is not on that database. Now before you start spouting off about 'secret missions' and 'black ops,' this is basic UDT/SEAL Training and when these guys graduate nobody knows if they are going to get canned later on for medical, disciplinary, or physical reasons. They are just beginning their SpecOps careers. Some operations are SECRET but no SEALs are SECRET. The first thing that happens to these phony bozos is they claim their 'records are sealed.' We hear it all the time. Lloyd has been caught and he's trying to hem and haw his way out of it. It won't happen. His name's already up on http://Info@pownetwork.org and we at http:/StolenValor.com will make sure he gets his 15 minutes of fame for all the wrong reasons. I wonder how those guys feel who were canned for cheating.

Military Spouse, you are misunderstanding what is being said by the military veterans here. There is only ONE DD214 per each enlistment. It is possible to have more than one DD214, but that would be for each separate and distinct term of serive or enlistment. Go back and read the comments, what you are saying is not true. I know; I served 24 years on active duty. How long were YOU on active duty? Having more than one DD214 for one enlistment, such as Mickey Lloyd claims, cannot happen and means one of the DD214s is a forgery.

If I read this story correctly, it seems that the real point is that Director Lloyd submitted his military record in order to receive additional credit towards his retirement. If he has in fact falsified his record in order to receive additional benefits of any kind then he has knowingly committed fraud against the Cobb taxpayers and should be prosecuted.

I worked with Mickey for years before I retired from Atlanta Police Dept...I know being retired from law enforcement for over 25yrs that you make a lot of enemies,,so consider the scource of the information and wonder why it took 7 yrs. for the accusation to be made..Cobb County has been Blessed for having Mickey for their Safety Commissioner !!!

I must admit I do not fully understand the debate on Lloyd's military credentials. I suppose the issue will play out the way it should. But if the debate is about Mickey Lloyd's integrity, I will stand solidly behind the man. Director Lloyd has served this county with honor and distinction.

I cannot vouch for his military records, but I am proud to stand up for his record of service to Cobb County. If his military claims are wrong, he must deal with the consequences. But that does not negate the actions and character of the man who has served the county so well since 2003.

Military Spouse, you are only partially correct in what you are trying to say. Again, it is IMPOSSIBLE to have two or more DD214s for the SAME enlistment. I was in the military for 24 years, and yes, I too have more than one DD214 for EACH separate enlistment. Only ONE DD214 is issued by the military for EACH SEPARATE enlistment. The reason your spouse has more than one DD214 is because he served separate and distinct terms of service, and this is the essence of the issue with Lloyd. Lloyd served for only one enlistment, therefore he should have one and ONLY one valid DD214. One of Lloyd's DD214s is a forgery and invalid. Hope this helps you understand the correct version of what you are trying to say. What occurs at a military reenlistment is you are separated, then immediately reenlisted. I know, since I have personally done it several times during my military career, and yes, I got a separate DD214 for each distinct and separate enlistment. To clarify again, there can be only ONE valid DD214 for one elistment.

My father served in Korea and had imbedded metal in his body to prove it. I went to Gordon Military and had one of his commanding officers, Col. Telfair as my teacher. Col Telfair had a speech impediment from gas testing in Maryland. Also Doctor Crawford, M.D. another army officer verified his injuries. But his records did not indicate any combat. The records are kept in Missouri and some were destroyed, at least that was there excuss. I think this destroyed my father. So for some reason you people seek to do the same. It is said that everyone has evil in there heart unless they find God. I used to not believe it.

Ok. I am going to try to say something in hopes that the people reading this will take a moment to remove emotions and see this through perhaps a little different set of eyes. I am a proud US Army soldier. I am the first to say people who are phonies should be punished and made an example of, however this guy REALLY served and risked his life in one of the most horrible wars in history. There is verifiable proof of that fact. The question is about his specific medals and/or citations. Let’s just pretend for a brief moment that our “perfect government” did actually make a mistake in a time when computers or software did not exist and EVERYTHING was manually performed. I know myself that I would have never made it through the 5th grade if it were not for spell and grammar check. I will go one more step to say what does his military record have to with his over 40 years (according to 11 Alive News) of law enforcement service? Step back and think of all of the people this man has probably saved from death, drugs, and violence. I bet if you were to gather every person this man has had a positive impact on it would dwarf the number of people that have something negative to say about him. I fear that our society has become more interested in the next gossipy scandal than actually respecting those who have really gave it their all to make this world a little better, safer place. I am not sure if he made fake documents or if the US Navy made a clerical error, but I do know that I was raised to respect people for what I know they are and not what they may or may not be. So, until Mr. Lloyd is proven guilty, I think not casting judgment is the fair and respectful thing to do. I know people are going to attack my message, but I just felt I needed to say it. To FAKE being a Navy SEAL is a big offense and so are FAKE medals. This is way bigger than anything

Cobb County can help Mickey Lloyd. This offense

is not fixable if Mickey Lloyd lied about his being a SEAL or about the medals he didn't earn. Of all the oaths he has sworn to in his life, as Police Chief, telling untruths will hold far more consequences that he cannot explain away. Just saying it cannot be proven is BS, all this can be proven one way or the other.

For those saying it is impossible to have more than one DD-214...you are wrong. Dead WRONG! My husband spent a total of 28 years in the military. He DOES indeed have 2 DD-214's. Why? Because he had a break in service. He first went onto Active Duty in 1972. Got out and went into the GA ANG, and then returned to Active Duty in 1980, retiring in 2000. His first 214 is on file in the courthouse in Lowndes County and his second one is on file in Polk County. As to this guy and the controversy surrounding him, the truth will come out in the end, but I just wanted to correct those folks who are so blasted convinced that they are right and know it all....it's evident you do not, or you would not be making inaccurate statements.

Dear MDJ,

I hope you have an investigative reporter on this. It should not be difficult to arrive at the truth.

That this has already gone on for this period of time without Mr. Lloyd providing confirming evidence for his claims makes the whole situation look really fishy.

If he's faked anything, he needs to be out of there ASAP. He is acting police chief and I know there are many Cobb PD officers that are ex military. How can you have a chief that the officers don't respect? If these allagations are true, they will NOT respect him.

This will all be swept under the rug by David Hankerson. Hankerson and Lloyd are close friends and he will not let Lloyd go down for anything. Watch how a month or two from now some suspicious answer is given that signals an end to it as far as Hankerson is concerned.

When I was a Human Resources Manager prior to retirement, I learned of a website run by former SEALs (real ones). If I recall correctly, it was fakeseal.com. It was not uncommon for our firm (a large, well known Atlanta construction firm)to receive resumes from "alleged" SEALs. The website provided a well documented response to my inquiries after a couple of days. As a prior writer said, the SEAL fraternity is a small & prideful group; the fake ones can be ID'd pretty quickly & effectively by the real ones.

The DA needs to indict him for forgery right this minute. This is BS! There's no such thing as 2 DD-214s. If he really earned those awards he would have at least a photo or two in his uniform showing his seal trident etc.

My brother was in the Army. He was on covert missions he was not allowed to discuss, even after discharge. But several years later the missions were declassified and he got ALL his medals and documentation.

There is no such thing as not being able to proove you got a medal.

This is crap.

He's trying to cover his tracks by submitting a different DD214. As has been pointed out in other posts, you only get ONE DD214 if you only did 1 tour of duty.

It is NOT hard to get the truth, all that about taking MONTHS to verify is crap.

Find out the truth and deal with it swiftly.

The whole of Cobb County Government's honor and reputation is at stake here. He runs the police and fire departments for God's sake.

I want to see this taken care of quickly.
