MARIETTA - There will be no recall election for Cobb school board member Dr. John Crooks. The effort to boot him from office ended Monday without the necessary signatures to move forward.

Carrie Nicholas-Welkis, who chaired the recall campaign, declined to reveal how many signatures she obtained out of the 13,856 needed to put the item on a ballot.

"And as per the advice of counsel, the campaign has chosen to not submit the petitions to the Board of Elections," she said. "This was done in an effort to protect the petitioners' privacy and to bring closure to the recall campaign."

Crooks said he is "thankful the recall process is over."

"This isn't a victory for me so much as it is a lesson in how paramount a fair and open process is in earning the public's trust, even in matters that may divide our community," he said. A March 9 Superior Court ruling issued by Judge Walter Matthews of Rome found that Nicholas-Welkis could move forward with the recall of Crooks. That left her with the hefty task of obtaining nearly 14,000 signatures in 45 days to conduct a recall election.

In July, Crooks called for a vote to allow a 150-foot cell tower to be built at Eastvalley Elementary School, a proposal many parents and residents opposed as an unsafe eyesore. Crooks placed the cell tower matter on the board's agenda the day of the July meeting without advance notice. Several families then filed suit against the school district, arguing that the board violated state Open Meetings Act by failing to give proper advance notice on the vote. The move also prompted the recall effort.

Cobb Superior Court issued a temporary restraining order against the board, halting any work from being done on the tower, but then Crooks called for second vote on the tower in October. This time it was advertised on the agenda in advance, and the board approved the tower a second time.

Nicholas-Welkis said while members of her recall campaign didn't secure the needed signatures, they were still pleased with the outcome. She said they were successful in defending the legal grounds of the recall on the basis of "intent to deceive the public."

And, "We ensured Dr. Crooks will not seek re-election, and we proved as an electorate that we will not tolerate anything less than open and honest governance," she said.

However, Crooks said he had always intended to only run for one term. Additionally, he found it important to have children in the district when serving as a board member, he said, and with his daughter graduating next year, that was another factor in deciding not seek another term.

Nicholas-Welkis said she now turns her focus to managing the campaign of her husband, chiropractor Rick Welkis, who is running for the Post 6 seat held by Crooks in the Democratic primary this July.

In November's General Election, Welkis will face the winner of the Post 6 Republican primary, which will either be retired Dodgen Middle School principal Jim Snell or technology consultant Scott Sweeney, father of a Sope Creek Elementary School child.

As for the cell tower vote, Crooks said, "I continue to believe that the approval and installation of a cell tower at Eastvalley Elementary was in the best interests of the school because of the extra money it will provide during these difficult budgetary times."

My mistake. I meant to say the information to sign the petition may be found online. Then any interested parties would only have to make the effort required to sign it if they were interested in supporting it. I only saw one sign up advertising the recall so I knew it was a long shot.

These days, the majority of eligible voters lack ambition to actually go out and vote. Look at the whiners who didn't vote for SPLOST supporting artificial turf and then acted like it was a big shocker to them. They're the same idiots who still think the funds can be used for teacher's salaries. So uninformed.

If there isn't a record turnout this November for the new school board members, it will be the fault of the person who has the right to vote, but is just too lazy to make the effort. It'll be an interesting election, that's for sure.

To "recallfailure"

Do your research and read the statute. Signatures cannot be collected online, signatures can only be collected in the presence of a circulator and a certifying statement accompanies each sheet of 10 signatures.

Best of luck to Dr. Welkis! He has my support; at least we know he and Mrs. Nicholas-Welkis are not afraid to take a stand against unethical politicians and they have also demonstrated the integrity that so many lack now a days.

Surely someone can find out just 'how short' this nut fell from the almost 14,000 signatures required. My gosh, all people had to do was sign it online and Carrie couldn't get it done? Maybe people realized what a ridiculous waste of time and money this endeavor was to begin with.

The tower is in place. East Valley students and teachers will benefit. John Crooks will not be running for re-election. Carrie sure does know how to hold a grudge.

Now the fun continues. We'll get to watch both Carrie and her husband as she manages his campaign to run for the school board. This is going to be entertaining, to say the least. Everyone start taking notes to make sure they do everything by the book!

Scares me to think that people like Big D may be allowed to vote!!!

The reason you cannot get a phone signal inside of some buildings has to do with the building design, that is the amount of steel, type of insulation and amount of electrical and other types of wiring. Also the orientation of the building to the closest tower plays a part.

And the whole board needs to be run out of town!!!
Enough already

Good bye Crook...we hope you can stick to just serving your church's flock instead of trying to run public schemes and hidden agenda campaings from now own.

And Big D...get a grip. You either do not understand the issue or approve of Crook's trickery. If you approve of Crooks conduct, I am sure your parents and grandparents are ashamed of you. They tried to instill morals and value and character in you and to avoid supporting those that deceive the public. Shame on you. And if you do not understand the issue, do some research on both sides before reaching a conclusion. If we had done that well enough we would not have Obama to face each day right now.

Steve Rhinehart, Should know more and Curious one hit it on the head...voter apathy and corruption. And Lori M...he was probably thrown off the banana boat, you knowwhat I mean?

This is an ugly part of Cobb history and hopefully we will not repeat it in future elections.

Big D:

It's too bad you are not completely informed as to the specific merits of the recall, or the tower issue in general. It was not just about someone's support / non-support for the cell tower, or about cell tower structures themselves. You can't recall someone just because you disagree with them. The recall was about written procedures, truthfullness, and dishonest side-windery used in an attempt to circumvent Cobb County rules.

If Crooks were a man of his word, the voters would have believed him when he said he was not running again and no recall effort would have been started. Of course, if Crooks were a man of his word, the the incident which sparked the recall effort would never have happened.

The recall effort fell slightly short of getting the required 14,000 signatures because of two factors. First, once the deadline for Crooks to file had passed, the campaign lost momentum. But the most important reason it fell short is the same as the reason we keep seeing fools get elected to public office. VOTER APATHY. It is easier to let somebody else do the thinking and become informed so they can make an intelligent decision. It is easier to just vote for the incompetent in office than to put any real effort into finding out about the job and the candidates.

@ Big D - you are wrong - my cell phone reception works great in both my kids schools. What banana boat have you fallen off?

The lesson learned is that "recall" of any corrupt politican in Georgia is next to impossible even with evidence, court approvals, and citizen involvement ! How many voters voted to put Revered Crooks on the Board - a few thousand - yet it takes nearly 14,000 to remove him for proven misconduct ! Herein hides the problem - recall laws/procedures need to be revamped in Georgia. Ethics violations and recall petitions are a waste of time.

Have you ever tried to get a cell phone signal inside of an elementary school?!!! YOU CAN'T! The way they're made seemingly prevents the "dangerous radiation" from getting inside the building to begin with. Ms Nicholas-Welkis is simply a self-important rebel without a legitimate cause. Crooks should've put the first vote on the agenda, no doubt. But the whole objection to the cell tower was ludicrous in the first place!

dear west cobb - your statement would mean that post 6 citizens believe what Crooks says - we don't.

Since the man said he wasn't running for re-election, this would have been a waste of time and money to recall him.

Crooks is a LIAR.. one term, indeed. That was never his intent. He touted himself as a politician and a politician NEVER runs just once!
