School board may move forward with artificial turf plan Thursday

MARIETTA - The Cobb County School Board might conduct a special called meeting Thursday - before its regular meeting and budget workshop - to vote to award a contract on installing artificial turf at each of the district's high schools.

During the SPLOST oversight Facilities and Technology committee meeting Monday night, the committee's board liaison David Banks announced that the board will likely conduct the meeting to award the contract now that a judge has deemed the project a legal expenditure under the third installment of the special purpose local sales tax.

Following the F&T meeting, board member Dr. John Crooks, who was also at the meeting, said the board's chairwoman has received several phone calls from other board members asking her to call a special meeting to discuss the turf, but has not yet made a decision. Chairwoman Lynnda Crowder-Eagle is legally obligated to make the decision and announce the meeting 48 hours in advance, which would be today.

When asked why the board would have a special meeting for the turf rather than adding it to Thursday's regularly scheduled meeting, Crooks said, in light of what was going on with an effort to recall him, the board members are hesitant to place anything on an agenda that hasn't been fully advertised to the public. The recall effort came about when a vote to approve a cell tower was put on the board's agenda in July without advance advertising.

Also during Monday night's F&T meeting, the committee voted unanimously to recommend the board adopt a SPLOST III program plan, which would reduce spending of every project in that SPLOST by 20 percent, based on significantly reduced revenue projections.

But some committee members expressed concern about the prioritization of the projects. The SPLOST III program plan also allows the board to speed up some projects based on the idea that some construction projects may be cheaper in the economic climate. Committee vice-chair Angie May, a Cheatham Hill Elementary mom, wanted to make sure that projects that need to get done don't get put on the back burner just because they are more expensive in the current climate.

"I think it would be even better if we had a prioritization based on need, and then address the 20 percent," May said.

Because of this concern, Virginia Gregory, an East Cobb mom, amended the recommendation, asking that SPLOST chief Doug Shepard keep both the board and F&T committee in the loop about any SPLOST III changes in revenue and expenditures that might effect the economic climate and the alter the need for the new plan.

The board heard an overview about the new SPLOST program plan from Shepard at its Jan. 29 meeting and is expected to vote on it in May.

There's no guarantee Crooks won't run again until Qualifying Week closes on April 30th. To trust Crooks' word now would be a big mistake. Remember the old adage, "Fool me once, shame on you, fool me twice, shame on me"? Crooks' has been known to say and do two different things in the past. He can't be trusted and certainly not at such a pivotal point.

BTW, we are rallying behind qualified candidate(s) at the same time we are trying to remove Crooks from office. It's called "multi-tasking".

I Don't blame Brad Johnson(Deputy CFO for CCSD) for taking the job with Atlanta Public School system. Cobb's school board and system is horrible and getting worse everyday. Alot more people plan on leaving pretty soon and I hope to be one of them.

Since Crooks has already announced he's leaving after this term, it's really not worth the effort to recall him at this late stage. Instead, all you Crook-haters should get together and spend your energy finding worthy candidates to run in the in the next election. Wouldn't that be time better spent? Or is it more fun just to rant and rave?

Arrogant and incompetent pretty much sums up crooked John Crooks and the rest of the Cobb County School Board. Make your voices heard people of the community. Recall John Crooks and don't vote these folks in the office.

PLEASE VOTE TO RECALL JOHN CROOKS - A crook, as the name says, on the school board. He has turned this school board into a mess by doing what he wants without any interest in what the community wants.

At what point are we going to say enough wih the actions of this school board and their blatant disregard for the people who provide the money that they seemingly think is theirs to spend. Football fields take priority over classrooms, special manuevers with SPLOST funds take priority over the expressed purpose of having those funds designated for capital projects, the views and actions of the board take priority over those of the people who put them in office.....all of this is sickening. It is up to the citizens to take action...at the polls and through the court system if necessary. Enough is enough!!!

The question in my mind is not whether or not it is legal or if it has been voted on, but how turf funding was moved from where the F/T committee placed it as the lowest priority item to the top of the priority list, and at the same time F/T is recommending a 20% reduction due to decreased revenue. If the F/T committee is a true oversight committee, why is this board / CCSD administration not following the Citizen Splost committee's recommendations? And, will these funds be borrowed for the installation? I bet we won't borrow funds to preserve teachers.

You people who are saying this won't help balance the budget are obviously not listening. This was voted on and approved by Cobb County voters long ago. This has nothing to do with balancing the budget. This budget shortfall is due to: 1. lack of property tax revenue (look at your tax statement and see what percentage goes to schools). Then look at all the foreclosures every Friday. I don't think they've paid property taxes. 2. Reduction in state funds.

No matter what people decide it will be criticized. Burden always falls on our elected officials. This shows progress. I understand the knee jerk reaction to the other issues at hand but it is done and lets all enjoy a massive upgrade to our school district. With all the hoopla around this, you can rest assured that all other expeditures will be harshly viewed by the public and will be in the back of everyone's mind. One for Athletics, 10 for schools. Wait and see.

That good ol' brick layer just layed an additional $50-$100K onto the price with his futile lawsuit.

For all of you who are questioning this expense ...

For the LAST TIME: This is SPLOST III money and NOT money that can be used for ANY OTHER PUOPOSE.

There is not any way that any SPLOST money from any of the three can be used for operational expenses. Not one red cent.

The majority of the voters agreed with the list of improvements TWO YEARS ago and it is time to just let it happen.

Not happy with it, now is NOT the time to complain. Remmeber it come November 201 & November 2012. then you can do something about how the money for SPLOST IV is allocated.

In the meantime, please educate yourself BEFORE posting on this topic!

What?! In THIS economic environment. . . and with teacher furlough days, job contraction, and severe budget cuts?! The majority of the cost of this ought to be balanced by CENTRAL OFFICE STAFF furlough days!
