Ga. legislator: School board out of control

MARIETTA - State Rep Sharon Cooper (R-east Cobb) said she is disappointed that an "out of control" school board is overshadowing the work of Cobb's excellent teachers.

Cooper, who chairs the Health and Human Services Committee in the Georgia House, made her remarks during a Cobb Legislative Delegation meeting Monday at the Cobb County Public Library near Marietta Square.

"This bizarre manner in which the school board acts really overshadows our great teachers," she said. "Ninety-nine percent of our teachers are doing a great job, many in difficult circumstances. It just really is sad."

Every year, prior to the legislative session, state senators and representatives from Cobb's 19-member delegation host a meeting with officials from local municipalities. The meeting gives those officials the opportunity to express what they would like to see happen in the upcoming session.

This year, Marietta City Schools Superintendent Dr. Emily Lembeck, Kennesaw State University President Dr. Dan Papp, Chattahoochee Technical College President Dr. Sanford Chandler, Marietta Mayor-elect Steve Tumlin, and others presented their wish lists while boasting accomplishments.

The legislators congratulated those individuals, but changed their tone when speaking with officials from the Cobb County School District - specifically school board Chairman Dr. John Abraham, board member David Banks, and Michelle Luckett, executive assistant to Superintendent Fred Sanderson.

Cobb Legislative Delegation Chairman John Wiles (R-Kennesaw) said there was a consensus among the delegation that legislators did not feel welcome in the district's schools.

Cooper, who represents the area covered by school board member Dr. John Crooks, said, "I haven't been invited to one of my schools in four or five years."

State Rep. Judy Manning (R-Marietta) said the Cobb school district needs to improve its communications.

Luckett acknowledged a communication problem with the legislators.

"We recognize there has been a delinquency, if you will, in communication for one reason or another. Please bear in mind, I've only been in this job a little under three months. I think and I hope you will see a change in how the school district reaches out to the state delegation," Luckett said.

Abraham invited the legislators to attend board meetings, to which Cooper said "no way."

"There is no way that I am coming to a board meeting, not with the way that the public has been treated," Cooper said.

Abraham interjected, saying he didn't see the purpose of discussing the way the board treated the public.

Wiles then interrupted Abraham.

"Doctor, this is my meeting. I'm chairing it. Rep. Cooper is speaking. When she is finished speaking, then I will let you respond," Wiles said.

Cooper said she gets swamped with calls related to the recall of Crooks as well as complaints about other board members.

During a break in the meeting, Cooper said, "What I'm hearing is that there is a perception that we went from one school board that was a good school board that had maybe some problems with outspoken people, to a school board that is out of control and really more concerned about what they want to do than the interests of the children."

Whether it's perception or reality, Cooper said in her community, many citizens view the board as unreceptive to citizens.

"It's like the perception is they know everything, just leave them alone and let them take care of their business and go away. And so whether that's reality or not, that's the perception. So why would they be interested in my coming to a board meeting or anything that I would have to say about it?" Cooper said.

Cooper said she isn't suggesting that Crooks doesn't have supporters.

"There are people on both sides of that (recall effort). Here again, maybe it's more perception than reality, but when you make comments about the fact that a 90-year-old lady is insignificant - her opinion - because she is not going to live that much longer, then that certainly sends a signal out into the community that you're callous and not interested in what people have to say," Cooper said.

Cooper referred to Abraham interrupting her as arrogant.

"Here again, it was almost like he did not want to discuss that in open. Call him, so it could be in private," she said. "I will say, in the past I had a better relationship with past school board members."

Both state Rep. Don Parsons (R-east Cobb) and Sen. Chip Rogers (R-North Cobb) said they have never had a problem visiting schools to interact with students.

State Rep. Ed Setzler (R-Acworth), though, said he had never been invited to a PTA meeting.

"A lot of people don't think to invite us because they think we're too busy," Wiles said.

Board member David Banks called on the board and delegation to have stronger communications.

"We have the best quality education," he said. "I don't want to see that diminished. I think this year we're probably at a caution level. Next year we may be at a danger level, and if things don't really start to pick up, we could get to a crisis level. That, we don't want to get to."

A few weeks earlier, several Republican legislators stopped by the MDJ to express their dismay with the Cobb school board's legislative priorities, which they said conflicted with conservative principles.

Democratic board member Holli Cash of Smyrna, the school board's liaison to Cobb's predominantly Republican legislative delegation, has called on the Legislature to raise taxes, which the Republican legislators soundly rejected. Cash was absent from Monday's meeting.

While Ms. Cooper's words were poorly phrased and she should reconsider not attending the board meetings, the board's actions have certainly been disgusting. I think whenever campaign promises are made, they need to be kept because public officials are elected to represent their districts, the other way around. We will certainly vote them out in the next election!

I'm willing to bet the majority of the people that read the MDJ are NOT democrats, myself included. There is something called a Republican primary and boy do I want a lot of our Republican reps OUT! There is nothing wrong with holding representatives accountable. I for one don't give Republicans a blank check simply because they share my party label. I hope you don't either.

Ms. Cooper, as a church leader, it is not my job to scour the telephone books and internet in order to invite my representatives to something everybody is free to attend. If showing up at public places without an invitation makes you uncomfortable (and it really shouldn't if you are a public figure), reach for the phone and CALL! Or, EMAIL your intentions beforehand using your blackberry!

I sincerely hope you do not sit around all day waiting for invitations in order to be involved in your community, whether it be churches, sports leagues, doctors, schools, etc. As a representative, it is your job to ensure you are able to reach your constituents. God Bless.

I read a lot of reflections by Ms. Cooper and the other representatives but not a single sentence on how they plan to enact change. Come to think of it, there's no better way to condemn us all to the statas quo than to say "No Way!" to speaking out at board meetings.

There is clearly a disconnect between the thought process of some of our elitist state reps and the practical concerns of their constituents.

Well, these comments appear to be not much more than a democratic party slam down. I saw not one thing wrong with Rep. Cooper's comments, which were not made in a vacuum, but from the comments here it appears dem activists all jumped on the bandwagon called "hitting Republicans every chance you get." Smart move, but I don't believe it's going to sway Ms. Cooper's district, which is overwhelmingly supportive of her in the state house. Who ya gonna run dems? Saddiquee again?

I have never felt angrier than after reading this article. In what planet does Ms. Cooper live on if she thinks she can complain about a problem and then proceed to declare that she plans to do nothing about it because her constituents tried and failed?

Folks, there is no better example of an unresponsive rep with major communications issues!

Given the laughably ridiculous comments by certain state reps, what makes them think they are in any position to tell anyone to communicate better? Of course, coming from the same legislative body that hides behind closed doors when their speaker egregiously committed several ethical and moral transgressions, I've learned not to hold my breath hoping for results.

As a Republican that is infuriated by the say one thing do another school board AND state legislature, I am tired of the pointless finger pointing and posture. It is time to throw ALL of them out!

I really hope these representatives don't think they can just come out of hibernation about once every three years, say a few critical words and think we voters will happily punch our ballots for them in the next election. The fact of the matter is Representative Cooper has not done anything that I'm aware of in the education arena since getting elected and for her to excuse her absence on the issue by claiming she didn't get any invites is simply unacceptable to this East Cobb voter.

Where were you three weeks ago, two months ago, six months ago and last year when the calendars, cell-phone towers, report cards were all on the agenda???

Just great, a state rep admits to being absent from schools in her district because 1. she didn't get her invite and 2. she doesn't want to be glared at by Ms. Cash. And we have another state rep that apparently thinks that invitations are required to attend public meetings. Get rid of this useless bunch!

Count me as well among those stunned that our state reps have this big need to be "invited" to anything and everything that is OPEN to the general public. The sickening hypocrisy of the elite in our state legislature (and count Richardson in this entitlement bunch) disgusts me to no end.

You are wrong. If you were following school board meetings youwould know that Ms.Bartlett and Mr.Morgan are the only two upstanding board members. The board hired one of their own do botch an investigation. Teachers and administrators were NOT going to admit anything. It was a useless investigation because if the board got wind of any names they would get rid of that person. Please don't let Abraham fool you. Teachers are threatened every day of the week.

On the one hand, Ms. Cooper is absolutely right when she talks about the arrogance of the school board and the lack of outreach. 100% accurate in fact.

On the other hand, Ms. Cooper is naive if she she doesn't realize she is displaying the SAME arrogance that characterizes our comical school board. I completely agree with the others here that her comments about having to be "invited" to visit schools is so outlandish I'm glad the MDJ made sure to mention that other reps had no problems visiting their schools to confirm my sanity.

I suggest that Representative Cooper remind herself that her constituents expect her to REPRESENT them and that most certainly involves her active presence at board meetings.

Ms. Cooper didn't seem too concerned when a constituent approached her about the "laws" that permit commercial use of school property and the double standards in land use (does anyone remember the Eastvalley cell tower fiasco?) The CCSD and BoE has power they do not deserve in granting variances for land uses that would never be approved by any county zoning board. And why... because the legislators gave this power; one that trumps the authority of our local government.

Ms. Cooper didn't get involved then and she obviously made herself clear she will not speak out now, as many other countless citizens have done to no avail.

For the record, the Attorney General, Thurbert Baker, Stefan Ritter, Kathy Cox, Sonny Perdue and SACS didn't get involved either, although over 100 citizens sought assistance from our elected officials regarding the continued violations and unethical behaviors of this Board. That speaks volumes.

I had to reread this article to make sure I was understanding it correctly. So, we have a Cobb representative that knows there is a problem with our school board and yet happily proclaims that she won't be talking with the board anytime soon in person. Uh wake up voters... problem (bad school board) problem (timid rep) = BIG PROBLEM!

I agree with the others here - I'm baffled by Representative Cooper's (lack of) logic. When the board goes off into la-la land, it is up to people like us to SHOW UP at board members and loudly make our voices heard. I expect Rep. Cooper will do her part and if not, this vote is going elsewhere in the next election.
