ATLANTA - City councilwoman Mary Norwood said Wednesday she plans to seek a recount in Atlanta's tight mayoral runoff.

Former state Sen. Kasim Reed led by 620 votes over Norwood after Tuesday's runoff with all precincts reporting. Fulton County Board of Elections Director Barry Garner said the county has 543 provisional ballots still uncounted and neighboring DeKalb County reported 16 provisional ballots yet to be counted.

Reed is claiming victory, but Norwood was not yet ready to concede Wednesday, saying she came within a razor-thin margin and that her message of change and inclusion resonated with voters across the city.

Garner said that the department is researching the provisional ballots on Wednesday and will count them on today. DeKalb officials will report the results from the county of its provisional ballots to Fulton's elections division by this afternoon. The election results will be certified at noon on Saturday.
