Michael Anthony Seals, of Hoover, Ala., has been charged with felony theft by conversion after police say he took $13,000 from a Cobb resident.

Police say Seals was paid $13,000 on Dec. 17, 2011, to demolish a building but has not done any work on the property. In June 2013, Police say Seals said he would not do the work and would pay back the money owed.

According to an arrest warrant, since then, Seals has not made attempts to pay the money back, stopped responding to communication and moved out of state.

The warrant says the incident took place on Riverwood Parkway in Atlanta, which is in the Cumberland area of Cobb near Cobb Parkway.

Seals was not in custody as of Sunday afternoon.
