I may be a little late in joining the discussion about the Franklin Road opportunity and proposed bond funding mechanism. However, as the issue is still in the concept stage I offer comment regarding the funds expenditure.
As a citizen of Marietta, vested in the enhancement of our city, I applaud the vision for preparing the Franklin Road area for redevelopment. That area and the university area rebirth will bring private development dollars that raise the tax digest and create job opportunities. Historic Marietta will continue to support the needed changes to maintain its leadership role.
As a taxpayer who fully supports the bonding concept, I do ask for a slight modification of the plan. Creating a road, or roads, seems to putting the cart before the horse. Yes, the concept of the road is valuable, but placement should be determined by the development community. You would want access to the greatest number of property parcels with a somewhat safe speed control, etc.
More importantly, my tax assistance should be used to purchase the maximum number of blighted properties and not be used for developer interests. Other government incentives can be created for the infrastructure and coupled with developer funds. Not purchasing all possible properties only moves the blight problem into fewer units and does not eliminate the public safety issues Marietta faces with Franklin Road.
Forget paving the road with bond funds; purchase more apartments!
