Contract awarded for health facility renovation

MARIETTA — The Board of Commissioners took a step toward expanding and renovating the Cobb & Douglas Public Health facility on County Services Parkway Tuesday by awarding a contract to Pieper O’Brien Herr Architects for $319,500.

The firm will provide the design and engineering services for several 2011 SPLOST projects related to the health department.

Projects include a $3 million renovation of the Juvenile Court Building on County Services Parkway. The building will be taken over as a second building for the health department when Juvenile Court moves into the old Cobb Superior Court building near the Square.

The firm will also design a $1.7 million, 5,000-square-foot addition to the existing health department building, and replace major mechanical equipment at the juvenile court building at a cost of $317,000.

Chairman Tim Lee said the health department is bursting out of its small space.

“Our community has grown to 700,000 and economic conditions have created an environment where more people need services,” Lee said.

John Reida, the county’s property management director, expects renovations to the juvenile court building to begin in January 2014 and last about 18 months.

Construction on the addition to the existing health department building will begin in summer 2014 and end summer of 2015, he said.

“It’s for people that may not be able to afford health care on their own,” Lee said, in describing Cobb & Douglas Public Health. “It provides them an opportunity to get health care and flu shots and prenatal care and education and general overall health.”

In other business Tuesday, commissioners upheld a decision by the county License Review Board in a 5-0 vote to revoke the beer, wine and Sunday sales package licenses of the Roswell Road Food Mart, at 3782 Roswell Road in Marietta, after an employee there sold alcohol to an underage girl on June 27. The employee did not have a valid alcohol permit.

Is care for people that may not be able to afford health care on their own mean those on Medicaid? How will a fixed location that's not convenient to poor people going to help? Wouldn't it be better to offer service on a mobile basis? If so, then there's no need for $2 million renovation at a specific physical site.
