Boyce calls for for quick action in S. Cobb

MABLETON — Cobb Commission Chairman candidate Mike Boyce told a south Cobb forum Thursday evening that their area had seen enough planning and that it was time for action.

While the other three Republican Primary candidates in the forum, co-sponsored by the Mableton Improvement Coalition and the South Cobb Business Association, sat in place and gave answers that pertained to the whole county when asked what can be done to improve economic development in Mableton, Boyce, a retired Marine colonel and east Cobb resident, stepped up to a lectern and talked about the many times he had visited southwest Cobb, an area that has struggled with crime and economic problems, in the nine months since announcing his candidacy.

“Clearly, once you get east of Oakdale Drive, and get above the East-West Connector, you say ‘Are we still in Cobb County?’ We have unique problems down here,” Boyce said, hunched over the lectern. “Let’s just fixate on one plan and for heaven’s sake let’s just finally do it. No more studies. We seem to have a Six Flags Livable Centers Initiative South Cobb Development Plan. Let’s just do it, and see what happens.”

Boyce also said county employees need to be more involved in southwest Cobb.

“I’m here all the time, and code enforcement’s not down here,” he said. “I’m a Marine. I lead by walking around. … This is not going to be a one- or two-year plan. This is almost going to be generational.”

The other candidates were ready when asked about bridging divides in the community and meeting with groups that have differing views from their own.

Lee discussed putting together 10 years of studies to be implemented by the South Cobb Redevelopment Authority, which he said will help create jobs and improve the quality of life in the area.

“There are many, many parts of Cobb County that make it unique, many strengths, many weaknesses,” he said. “It’s important as the chairman of Cobb County to reach out in the leadership of each community and listen for its needs and what the hurdles are in front of it to help collectively remove those hurdles.”

Retired businessman Larry Savage of east Cobb recalled his days growing up in Atlanta during the Civil Rights movement.

“There are geographic problems, there are geographic misunderstandings. I think there’s a perception problem that there are preferences to one part of the county versus another,” Savage said. “There might be something to that, but the biggest disparity we have is between the connected and the not-connected. And even though I live in a high-end area, I am among the non-connected. And that’s one of the things that created the backdrop for me to decide to run for office was when I decided that I had no influence unless I could hold office.”

Bill Byrne, who served as chairman from 1992-2002, said he has a strong record of hiring people from groups that were traditionally under-represented, including his first appointment in office, County Manager David Hankerson. He also hired economic development director Michael Hughes, who, like Hankerson, is black, and Judy Skeel as solid waste director, the first female department head in the county. Byrne said Hughes and Skeel have political views significantly different than his.

“I don’t see race, I don’t see gender, I am looking for the most qualified that can best serve this community,” said Byrne, who is also a retired Marine. “When you’re in the foxhole, and it’s just the two of you, and the enemy is coming after you, you don’t look to see what color or what gender they are. You cover his or her back and you hope to God he covers yours.”

The loudest jeers of the night from the audience of about 120 people at the South Cobb Community Center came when Byrne addressed a question about backyard chickens. The issue has been raised by residents who would like to see zoning regulations changed to allow chickens to be raised on less than two acres of land.

“Relative to a comparison of dogs and cats, there’s a big difference, most dogs and cats don’t bother the neighbors,” Byrne said. “Chickens start crowing at 6 o’clock in the morning. I think the county code is so for a reason, and unless someone can convince me it needs to be changed, I would support keeping it as it is.”

Savage said he had personal experience with the issue, recalling the chickens his family raised while he was growing up.

“I don’t think anyone’s going to get off of food stamps by having a chicken in their yard,” he said. “But frankly, I think we get a little overwrought sometimes with micromanaging neighborhood situations. If you live in a high-end subdivision with covenants that say you’re not going to have chickens in your yard, than by golly, you’re not going to have chickens. But if you’re living in a normal community, especially around here, where you’ve got a little bit of a rural tinge, I don’t think people will be overly stressed if people have chickens in their backyard.”

Lee said that during his time in office, he’s had more people tell him they don’t want chickens allowed on less than two acres than say the birds should be allowed.

“My concept of a pet is anything that can live indoors,” he said. “And anything that lives indoors must be treated differently than things that have to live outdoors. I think that’s a distinction that must be taken into consideration.”

Boyce joked that he wanted to pass on the question before saying that he would cast a tiebreaking 3-2 vote if the required two commissioners would put an item allowing backyard chickens on a Board of Commissioners agenda.

“You’re going to have to do what I do,” he told chicken organizer Joseph Pond. “You’re going to have to get out here every single day and find the people. You’re going to have to work real hard at it.”

The audience submitted questions on note cards. They were then read to candidates by Joel Cope, Mableton Improvement Coalition president.

Mike Boyce, clearly the superior candidate, is the pefect fit for the circumstancs that face Cobb County in the next decade ! We support and voted for Mike Boyce !

South Cobb has a lot of potential. We have good access to downtown, the airport, and the river. I did not grow up in Mableton. So, I guess I am one of those undesirables who moved to the area......someone who maintains his house, volunteers in the community, supports local business, and wants to see Mableton grow. MIC is doing great work.

Maybe if the county actually supported the police dept, they could have an effect on crime in the South Cobb area... But, with furlough's and pay freezes Cobb Police are leaving in masses. Until you can support the police. The crime and area of South Cobb will not change.

But Tim Lee believes librarians are as important as police.

Get Tim Lee out of office!!! That's the first step.

There is plenty of space in Cobb County where one can move to that is 2 or more acres and you can put all the chickens in the world there. Please take your livestock out of small sub-divisions and MOVE. You are infringing upon my rights as a property owner to have chickens on a small parcel. and Mr. Pond - your property was not kept up like you are trying to sell to anyone that will listen to your clucking. It was run down and disgusting for the neighbors to have to look at day in and day out.

Only 3% of Cobb County is zoned two acres or more; the majority of the county is zoned 1/2 acre or less. Your property rights end at your property line, just as mine do. Owning chickens is no more of an infringement than owning dogs, and in many cases, less of an infringement.

As for your anonymous personal attack on my property, I have never received a complaint from my neighbors concerning the condition of property nor received a citation from the county regarding it. I do not know where you are getting your information considering very little of my yard can be seen from the street, or why you feel that any of that has anything to do with updating a 40 year law.

Finally after waiting and watching and listening to the candidates for Chairman I know who I will vote for Mike Boyce. He understand the needs of the county and it was refreshing to hear that he will address the South Cobb issues without another million dollar study. I am so tired of Tim Lee Taxes, Bill Byrne's baggage and Larry's lousy stories I am ready to have a fresh person, fresh ideas and a person that has not been bought and paid for by the Chamber.

The decline of south Cobb has been going on for 30 years. Only a fool would think it can be fixed in just a few.

However, I certainly appreciate that Mr. Savage believes that only subdivisions without covenants are "normal." Thanks for that.

Be careful what you wish for. If you can't standup to the Backyard Chickens Lobby, this is probably not the job for you.

While Byrnes, Olens & Lee simply ignored south Cobb, Gwinnett was busy building infrastucture & alliances, landing big name manufacturing & Fortune 500 companies throughout their county. Their cities are livable, modern & attractive to young professionals & businesses coming from other states.

South Cobb cannot be an invigorated w/out a huge change, not just ideas on paper . And I'm not sure the county politics has the will to see this happen.

If Cobb Parkway,.. which should be a shinning light, main artery through Cobb, has become so rundown & unattractive.. how do they plan to bring any quality companies to areas south west of there, not even visable at all.

South Cobb needs to land a huge manufacturing company to grow. All it is now is discombobulated '50's style residential & strip centers.

Even Smyrna,.. should have lured highrises, big businesses & stylish, trendy mixed use along their Spring Road/Cobb Parkway district, but has failed in doing anything new & quality. But until all of Cobb cleans house of the outdated, good ole boy crony politicians, that think a Race Trac gas station or a wal-mart size Kroger is visionary development, Gwinnett will be the place to set up shop & invest in big business ventures.

I believe Boyce would definatelyy have his work cut out for him. It would take a whole new mindset to bring Cobb out of the dark ages!

I'd like to hear more of his ideas.

Boyce is the only candidate with any real ideas. He's certainly got my vote. Just wish he had more exposure. Can't deal with another term of Lee spending my money or Byrne who had his chance.

The Backyard Chickens Alliance has an ongoing Petition Drive to let the Board of Commissioners know that it is unacceptable that while a person can own as many dogs and cats as they want, that person must own two acres for own a hen or a duck. One in five Cobb County residents are on Food Stamps- let them grow their own food to help thru the hard times.

Please- visit our website, do your homework, and encourage the Commissioners to do the right thing!

There was no mention of slaughtering animals in residential neighborhoods. Chickens(hens) provide eggs for families, some breeds one per day. You do not need a roster for eggs. I have 12 hens, no roosters, for my family of 7 and get 12 eggs per day. That is basically enough to feed my family breakfast and use the left over couple of eggs to make our bread for lunch. Am I poor? No. I just choose to provide my family with food that I know where it comes from, my own "backyard". The laws prohibiting what I do on property I OWN and have paid taxes on for 20 years are ridiculous. My husband grew up here and is so sadden with the thought of moving our home and business out of Cobb after 40 years just so we can grow our own food. We do not live in an HOA subdivision. We have had chickens for years and have not once had a neighbor file a complaint with me or the county about noise. I have NO roosters, thus NO crowing. My neighbors have 4 dogs that live outside 100% of the time. My chickens are cleaner & quieter than those dogs.

If you or anyone else chooses to buy in a subdivision with an HOA, then that is your choice and the HOA can set it's own rules about chickens to "protect" their community. However, people like myself that live on right at 2 acres in unincorporated East Cobb with no subdivision should not have to suffer because "East Cobb Snobs" don't like chickens. Get over yourself people.

My neighbor has a few chickens. The rooster welcomes the day and one of hens loves to lay at sunset. Occasionally they are out enjoying a few bugs in the garden and the neighbors tomatoes are beautiful (if you know what I mean). Kill and dress a chicken on your back porch? What's the big deal? I find loose dogs, roaming teenagers and irresponsible dog owners a lot more irritating. Sure I don't want a 250 chicken laying house next door but a few well cared for chickens is quite all right by me.

It is illegal to slaughter animals in Cobb County on residential property. That is not what this is about. It is truly about our personal property rights. I should have the right to own poultry on my property as long as it does not infringe upon your rights. The current ordinances regarding nuisance and sanitation are more than enough to protect your rights from my poultry.

BTW, poultry is not livestock. They are two different things according to the State of Georgia and Cobb County Code of Ordinances. We are not advocating livestock, just poultry.

Personally, I find it very hard to get eggs from a slaughtered chicken, or from a crowing rooster for that matter.

It does not matter that you live in a subdivision that does not have an HOA, that is not an excuse. I live a very upscale subdivision in East Cobb and our housing prices would plunge if poultry were raised in the neighborhood. If you set a precedent it would be only a matter of time before someone in another neighborhood would want to do the same. Everyone agreed to the rules before we purchased our homes, now you want to change the rules for your selfish reasons. To you it's just eggs, to many others it's the value of our biggest investment.

The city of Atlanta allows 25 chickens on any property. Buckhead is doing just fine with this law- so will Cobb County. According to the GA Realtors Association, poultry cannot lower your property values. Do barking dogs lower your property values?
