MARIETTA — While most Cobb school board members are trying to figure out how to close the anticipated $62 million deficit for Fiscal Year 13, David Banks and Superintendent Dr. Michael Hinojosa are heading to Boston for the National School Board Association Conference this weekend.

“All over the United States, people are having difficulties fixing their budgets,” Banks said Wednesday. “The biggest thing I’m hoping to get out of (the conference) is some feedback with how they’re addressing their problems. What are some of the options that I haven’t even thought about?”

The trip, which includes registration for a four-day conference from Friday to Monday at the Boston Convention and Exhibit Center, airfare and three nights at a hotel, will cost about $4,100. The board is budgeted $10,000 annually for training and travel.

“In my 18 years of being a superintendent, I’ve been about a dozen (times),” Hinojosa said Wednesday.

He said a lot of board members go to the national conference, but only Banks has chosen to participate this year.

“I don’t know that it’s absolutely necessary,” Hinojosa said about the trip. “I don’t think it’s that big of an expense.”

For the first time since being elected in 2008, Banks has decided to attend the conference.

“We need to start listening to other people, get their concepts, see how it fits into Cobb County’s system,” Banks said. “Being the 25th largest district in the nation, someone should be there to represent Cobb County.”

Banks said he’s also interested in finding out how other districts are going from using physical textbooks to digital devices and how they are implementing virtual classrooms.

“It’s something we really need to get started on,” he said. “We need to find the funding for it. I need to know how they did it, what the problems are.”

Banks said he might attend the conference annually “as long as I gain some knowledge and information and concepts that I’m not aware of that would benefit the citizens of Cobb County.”

“For me personally, it does nothing, but I think there’s probably a wealth of information that we’ll tap into it,” he said. “As large as we are, we need to be leaders.”

Banks said he would probably write up what he learns and include it in his weekly newsletter, David Banks’ Grapevine.

Board Chair Scott Sweeney said he just learned about Banks’ plan to attend the conference and that no other board members were going.

“I think (other board members) are all trying to be mindful of the budget,” he said.

Sweeney said expenses for training and travel in the school board’s budget are typically used for the Georgia School Board Association Annual Conference in fall and sometimes a summer conference.

“Aside from that, it’s usually used for ancillary training,” Sweeney said.

While I'm not a fan of either Banks or Dr. H., the amount CCSD is spending is not unreasonable. And as long as the content in Boston is actually about what makes for a number ONE school system, then nobody should be poo-pooing the fact that it happens to be in Boston. Let's not reinvent that wheel if someone has one we can copy and adapt.

What is unreasonable is sending dozens of people out of state this summer. Someone else already mentioned bringing that keynote speaker Daggett to Cobb. I have not done enough research to know whether or not he is of any value.

But I don't need to do research to know it costs less to bring one guy to Cobb or send two guys to Boston, than to send dozens to Florida.

A friend of mine heard Dr. H speak at a business association recently and was not impressed with what they heard. Seems he is catering to the lower income and minorities and wanting to sub group our kids by school. CCSB - what the heck were you thinking when you hired this guy? We keep going more into debt and then spending money on "conferences" when we can't even afford to keep good teachers. Shame on you...

Spoken like a true government worker. Expert in spending OPM.

David Banks = what you get when you really aren't paying attention to who is asking for your vote.

Y'all are seriously up in arms over this!?

If the $4100 covers both attendees and was budgeted then what the heck are y'all doing in here complaining now?

$4100.00 is a whopping 0.0004813372499267936 percent of the $851,793,623.00 2012 budget.

In May I'm going to a conference in Chicago. 3-night stay, airfare, food, and registration are covered by the company.

We budgeted $1800. The costs for the Boston conference are not out of line at all.

Every little bit helps and it all adds up to savings for the County. They even stated they don't much out of it but should still go to be leaders. Stay here in Cobb and lead as you are compensated to do.

It is hard to teach in Cobb, hearing daily about budgets cuts, while some at the office level get raises to the tune of $19,000, the former super got a $25,000 bonus while teachers continue to bare the brunt. This being, larger classes, less pay, higher insurance, we work graduation on a National Holiday (Memorial Day). Also keep in mind, a Cobb employee recently won an award and was told he/she could pay her on conference fee, airfare, etc. to get his/her award. That was an even less expense than the $4100.

“We need to start listening to other people" was the comment. However, the employees and parents voted to have the calendar where there was a fall and winter break. Despite the money saved from teachers not needed subs, the board back tracked on the decision after many plans were made.

Why not ask your teachers and other employees for ideas? Why does the county run a 4 day work week in the summer to save money, but doesn't consider the 4 day work week for the regular school year?

In the private sector we attend conferences all the time and in most cases they result in money savings through what is learned. It is obvious that many posting here have never been in a thriving business.

Collaboration works, if you are saying that a conference geared toward government education is going to yield "money savings" (like you might actually see in the private sector)...think again.

What a waste of money. Trips, outside security cameras at some schools. How many ways can they think of to waste OUR money. We will pack kids in the classrooms and spend a million dollars on outside cameras.

With modern technology there is no need for this trip. You can sit in your office in your big old comfortable chair and talk to anyone in the world.

Let's be honest here.

First of all these trips fall more into the category of "junkets" not conferences.

Secondly, if we are the 25th largest school system in the country and if Hinojosa is such a well qualified superintendent shouldn't he be speaking at the conference instead of attending to learn about running a school system?

Something is wrong with this picture.

My thoughts exactly. Wasn't he hired because of the vast knowledge and experience he would bring to Cobb?

This is purely a political move on David Banks part so when he runs for re-election he can say he is the "expert" and involved. Hahahaha He is a joke and it is a shame that people don't see right through him...So glad that he will post all his findings on his "grapevine". Can't wait to count the misspellings and poor grammar, as well as see what ridiculous insight he has.

Sounds like we have our own GSA right here in Cobb County. Kind of reminds me of the attitude some people have on rental cars "it's a rental who cares". In other words when you are spending someone else's money it is "not that big an expense". All of these politicians, from the lowest to the highest, make me sick with their cavalier attitude and "i deserve it mentality".

Really stupid waste of money ! The Cobb Schools budget issues are local and state issues - they need to conference locally with Gwinnett, Fayette, Marietta, Cherokee, Fulton, Paulding and Bartow - maybe even Atlanta but clearly not in Boston - maybe at and hosted by Brock and Clay - Brock offices should be called the School Board Annex - Cobb School money bought the buildings.

It's all just a game!

They will have a nice hotel, good food & probably a little R & R..

Dr. H. says $4,000,..not much money.

Tell that to all the poor kids living in squalor conditions, some even homeless,.. in your south Cobb, Six Flags, Austell, Mableton, Powder Springs, Marietta, Smyrna areas of your school district!

With all the new technology,.. these meetings should all be skype & webcams.

Yep,.. it's only money,.. whats the big deal? There's plenty more where that came from!

I am sick and tired of reading about people who are paid by the taxpayers taking trips and finding ways to spend more of 0UR money. If Hinajosa isn't up to the job, then get someone else! This is just another ridiculous example of us, the people, being helpless to change anything at all!!

I applaud the superintendent and Mr. Banks for wanting to extend their knowledge base and looking for ideas to improve our school system. From the tone of this article, it would seem that we know all we need to know; that going to an educational conference where our leaders may learn better ways to effectively utilize funds, personnel, and materials is an extravagance. Guess Georgia being 48 out of 50 states in student achievement is nothing to be concerned about. We obviously know all we need to know. I encourage more board members to admit that they need to know more and get an education regarding education.

Wonder if Marietta's superintendent and least influential board member will be traveling to Boston - how about all of the Metro School Superintendents - they all have the same budget problems ! I don't believe the answers are in Boston, maybe Blueridge, Ga. but not Boston Mass.

Sorry IceDogg, I'm not Mr. Banks. I'm a Cobb citizen who is concerned about the state of our educational system. The problem is not poor teachers or bringing budgetary knowledge from Texas, but a lack of understanding of what can bring our children's academic achievement up from 48 to the top 10. The more knowledge we and our education leaders can gain through professional development with those districts that have been successful the better off we will be. To meet with superintendents from across the country, you have to go to these kinds of meetings.

My wife is a Cobb County teacher. When she attends a professional conference, the school system pays the conference fee (usually $100-$200). She personally pays the airfare, hotel charges, food and ancillary expenses.

Hmmm.

Your wife should not have to bear these expenses for a professional conference. Her employer should - tell her not to go if she has to pay for it herself!

I was a cobb teacher for 16 years and NEVER paid my own hotel or transportation for conferences and training. Your wife must not be completing the correct paperwork... or her trips are with clubs that did not raise enough money to offset the expenses incurred. The paperwork is massive and usually must be completed BEFORE the trip with estiamted cost and then actual receipts turned in after the trip.

If Hinojosa hasn't learned how to balance a budget during any of his previous dozen trips to this conference, what makes him think this year will be any different?
