MARIETTA — A Marietta man was arrested by Cobb police Dec. 18 after they say he set fire to an occupied home before fleeing on foot.

Richard Smith, 32, was charged with willful obstruction of a law enforcement and felony count of arson in the first degree, according to the arrest record.

The warrant stated that for two days, Smith lived in the basement of the home off Dogwood Place, near Allgood Road east of Interstate 75.

According to Cobb police, Smith said he started a fire in the basement knowing there were people in the home at the time.

After starting the blaze, the warrant stated Smith left the scene on foot and went to another residence a block away.

Police found Smith at the second location in a bedroom under a blanket, the warrant stated.

Smith has not been released from the Cobb jail and is being held for a previous issue in Covington.
