MARIETTA - Immigrant leaders said this week that Cobb Sheriff officials are violating the civil rights of the county's Latino residents.
Leaders of the Mexican American Legal Defense and Educational Fund (MALDEF) wrote to sheriff's officials insisting that the county create a committee to monitor potential rights violations caused by its immigration enforcement procedures. Local authorities agreed in February to form the committee when they signed a deal with the U.S. Department of Homeland Security, Latino leaders said.
Cobb Sheriff Neil Warren said that steps to form the committee had been taken and that a meeting will be scheduled in the near future. Warren contended the committee doesn't have to meet until nine months after the certification of its first class, which occurred June 8.
"This is a work in progress, but the main goal is to do the right thing, and we are doing the right thing," he said.
MALDEF Regional Counsel Elise Shore said her office has received more than 100 calls in recent months regarding arrests. She said Latinos have said that they've been arrested because of minor traffic violations such as driving without a tail-light or turn signal.
"It's mean-spirited enforcement of the law," Ms. Shore said. "The sheriff of Cobb County is more interested in getting moms and dads on their way to work than enforcing other laws."
In the letter to the sheriff, Ms. Shore requested that her group have a seat on the committee. She said her organization wants to make sure that "what we would call a deportation pact is being enforced in a way that protects peoples' civil rights."
Warren said his office would turn any inmates, regardless of their race, over to the correct agency if they are wanted elsewhere.
The agreement with Homeland Security, she said, also requires that language interpreters be provided upon request.
In June, Cobb officials completed training with U.S. Immigration and Customs Enforcement, and the county became the first in Georgia where law-enforcement officials have the authority and the means to identify illegal immigrants.
In October, Jerry Gonzalez of the Georgia Association of Latino Elected Officials accused the Cobb Sheriff's Office of questioning the immigration status of victims of crime and car accidents and detaining them.
Sheriff's officials said booking procedures at Cobb Jail include determining whether the person has outstanding charges and whether that person is in the U.S. legally. Officials said they had assisted immigration authorities in identifying and detaining 255 inmates through the end of October.
As for interpreters, Warren said, several Sheriff's Office personnel speak foreign languages. When those staff members are not available, the office uses the AT&T Language Line, which he said provided translation for almost any language or dialect.Ms. Shore said that she has not spoken with anyone from the sheriff's office since she sent the Nov. 14 letter.
"We're interested in working with them and hearing about what they have to say," she said.

We support our Sheriff to enforce all laws in our county. How dare a private group with their bigote agenda (MALDEF) demand a seat on a committee funded by Cobb County taxpayers. Ms. Shore is not a resident nor a taxpayer here. If illegal aliens wish to avoid arrest, they should obey all laws, including safety issues as tail lights and turn signals. Boo Hoo, wah..wah. Let's all cry for the poor innocent (ILLEGAL) immigrants. And while we are doing so, let's forget all the true, needy US Citizens who didn't break any law to get here. This is a pretty simple issue without any shades of gray. Either the person is here legally (proper entry and documentation) or illegally (improper entry and no/inadequate/false documentation). The latter group goes back home and gets to try again legally this time.
Right on Sheriff Warren. If you a illegally in this country, you have no rights in this country. The only person who has rights is a legal citizen. I have been stopped for a tail light being out and I have been a legally born citizen for 66 years. Enforce the law. If they are illegal, deport them. That is exactly what Mexico would do. People like Ms. Shore and others that are spending time protecting the rights of illegals should be working as hard to take care of the poor, homeless and the veterans of this country. Neil Warren is doing what every other sheriff's depart. and police dept. should be doing upholding the law. This is the first step to take our country back.
It sounds as if Ms. Shore is only telling half of the story. According to a friend of mine who's in law enforcement, Latinos are stopped for minor traffic violations, such as driving without a tail light or failing to properly use a turn signal, just like everyone else. What raises the traffic stop to the level of an arrest is the fact that the Latino in question doesn't have a driver's license. Nothing more. The arrest would occur regardless of ethnicity. You can't drive without a license. Please tell the whole story next time Ms. Shore.

Any LEGAL citizen pulled over for a broken tail light would have their identifaction verified and if the LEGAL citizen is wanted for another crime, they would be turned over to the appropriate authorities. If an ILLEGAL is wanted for another crime, they might be turned loose once stopped for a minor traffic violation because their information is kept in a separate database. Thank God Sheriff Warren takes his duty to protect CITIZENS of his county by using all means available to him to know who is in his county. If someone is in this country illegally, they must know they run the risk of being deported if they get caught. I do not have any sympathy for people that sneak into this country and expect to have a normal life. Tens of thousands of people are waiting to come into this country legally and those that sneak in are receiving preferential treatment if we allow them to stay. Why do the imigrants have rights they are here illegally. They should be sent back. We are in dire trouble trying to support them with health care, and social security. I find it increasingly disturbing when a special interest group like this has the type of influence to force our local authorities into creating more bureaucracy and red tape in order to create barriers to prevent them from cooperating with Federal agencies in the enforcement of our Immigration laws. I will promptly write my local, state and federal representatives in order to show support for this type of program and in hopes that they will not bow down to this type of pressure.

I am really sick of "Immigrant rights" groups, and the flood of Hispanics breaking into this country. Five years ago, our city had very few Hispanics. Now, you must push your way throught the grocery store and have your ears assaulted by Spanish and try to find a product on the shelves that is all in English. Maybe the problem with Neil Warren is that he is a MAN. We have very few of them left in office today. We have plenty of males holding public office but very few are MEN. All they are worried about today is who they may offend that would cause them political grief or lost votes. I can not thank Neil Warren enough for standing up like a man and doing the right thing. Unfortunately, American citizens do not protest enough about these types of issues because they dont know or have not felt any direct impact. Dear Miss(guided) Shore: Your efforts would better served if you complained to the MEXICAN GOVERNMENT - corrupt and inhumane. And while you are working to improve conditions in Mexico, perhaps you need to help these lawbreakers understand the need to wait to have children until they can afford them. Sheriff Neil Warren is to be commended for his efforts to enforce all the laws of this nation. I wish him continued success. Ms. Shore is a self serving member of a racist organization (MALDEF) serving only Latinos. Her organization preys upon innocent people to further their political ambitions. People of this caliber should never be allowed to serve on any panel or committee that needs to be unbiased in the decision making process. I am further concerned as to who she is that she should have oversight in the enforcement of law. MALDEF continues to spew derogatory and inflammed remarks in order to further their agenda of "open borders". Ms. Shore needs to realign her priorities. Her accusations of false arrests for tailights being out is baseless. I am sure that the subjects is being arrested for "Not having a valid driver license"...a misdemeanor in many States. Her allegation that mom and pop are innocent people on their way to work is also baseless. If they are in fact unlawfully present in the United States, they are in violation of many laws, unlawfully present, unauthorized employment, unlawfully driving without a license, tax evasion, using false documents to procure work, using false social security numbers, and an ongoing list of other issues. How do I know about this, I do this for a living. I am employed by our government and tasked to remove those that would come here to violate our laws...mom and pop included. There are many mom and pops out there, I am one, but I will not break the law, and if I do, then I need to face the consequences of my actions. If Ms. Shore really wants to ensure that civil rights are not violated, please start with my rights first. Once my rights are secure here, then we can secure their rights...in their own countries of course!

The increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the 2005 spring issue of the Journal of American Physicians and Surgeons. Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.

The statistic of 100 calls by themselves is useless without further statistics to compare it with and further details. Is MALDEF saying that the laws should not be enforced against Latino's? They need to clarify what laws they believe should be enforced. "In the letter to the sheriff, Ms. Shore requested that her group have a seat on the committee. She said her organization wants to make sure that "what we would call a deportation pact is being enforced in a way that protects peoples' civil rights."" MALDEF's statement are not encouraging of their nonbiased input to the committee. Especially in light of the MALDEF statement in their "Bush Chenny Policy Recommendations Summary" available on their web site, their disdain of 287(g) suggests thieir true motivation is to eliminate the program altogher as a tool for both law enforcment. "In the area of interior enforcement, the Administration should establish clear guidelines and regulations governing and limiting INS engagement of state and local police. Collaboration should be limited to serious matters of public safety, not the civil enforcement of immigration laws. The Administration should further work to repeal Section 287(g) of the INA, as it has only led to confusion and abuses in the enforcement of immigration law. I say let the police do their job!!! I am so sick & tired of hearing about how "their rights" are being violated..what about the American citizens rights? Every time an illeagal gets behind the wheel of a car, without a license because he/she is an illegal, they are breaking the law!!! The police have a right to have road blocks to check at random to make sure the driver of the car has proper insurance & drivers licenses; where do these people get off thinking that are above the law here in America? I am with the Cobb County police on this one!! Let them do their job that we as tax paying citizens pay them to do & that is to enforce the laws on EVERYONE. One of the many reasons I am voting for Ron Paul is because he supports sending EVERY ILLEGAL ALIEN back to their country of origin immediately, no matter how long they have been here. He also wants to do away with the Constitutional ammendment which states that you are automatically a citizen if you are born in the U.S. (even if your parents are not citizens). I live in Floyd County and I wish out Sheriff's office would take note from Cobb County we are our civil rights are being violated every day by illegal immigrants, they violate our laws and are not being prosecuted like American citizens are they are killing citizens with crime,they are bankrupting our shools,they are bankrupting our hospitals,why are thier non deserving rights more than ours,can anybody answer this to me.

send the criminals "those who have crossed our boarders without obtaining valid documentation to do so ." back to their country, without the eligibility to apply to come back. because they clearly can't follow the laws and will deceive and elude to no extent to break them. as for thier rights they have as many rights as any other criminal we are currently looking for and are subject to identity check at road blocks, accidents, and when they are pulled over for traffic offenses. i think every county in every state should have road blocks looking for these criminals and send them back ASAP. sheriff warren should be given a medal.
