Hankerson had given Lloyd until Wednesday's meeting to prove he has been truthful about his military service before taking any action against Cobb's top cop. County spokesman Robert Quigley said Hankerson will review a stack of documents given to him Wednesday and a decision - which may include asking Lloyd to resign - could still happen by Friday.
When asked if Lloyd will ever be able to prove he earned the Silver and Bronze stars, as noted in a DD 214 military discharge form he provided to the county, the seven-year Cobb employee said: "I don't know. As of right now, I can't prove I have them. So I won't say I have them, I won't display them, I've never been a displayer."
Vietnam veteran and former FBI agent Oliver Halle said, "the odds are between zero and none that a Silver Star would be on your DD 214 and no back-up documentation.
"There were a lot of signatures for that and a long paper trail to follow," Halle said.
Lloyd said he did not know why the high honors were not included in his military records that Hankerson received from the National Personnel Records Center in St. Louis. Lloyd said he would be requesting documentation from three other military archives and the Secretary of the Navy.
"I want the men and women in Cobb County Public Safety to rest assured that I am not a fraud, I am who I say I am," Lloyd said.
Lloyd said he has his Silver and Bronze stars packed away at it his house, but his attorney, William McKenney of McKenney & Froelich in Atlanta, said some of the citations proving the awards "were destroyed in apparently a fire or at least a flood."
"We have as much documentation at this point as we can," McKenney said. "We have two affidavits saying they saw the certificates that were given to Mickey Lloyd."
The county requested Lloyd's military records after two different DD 214 forms were found in Lloyd's county personnel file, and Lloyd was unable to provide documentation to clear up the discrepancies. Lloyd said he was given a DD 214 that listed eight awards, including a Silver Star and two Bronze Stars, in 1970, when he was 20 years old. He said he gave it to the county human resources department for retirement purposes, but was asked for a certified copy.
So, he said, he requested a copy of his DD 214 from the records center in St. Louis, "assuming it would be the same as the one I had all these years."
"But, when it came in a few weeks later, I didn't even look at it, I just gave it to my personnel rep and said take this down and turn it in," Lloyd said. "A short time later is when that unsigned letter came in accusing me of Stolen Valor, which knocked my socks off. But I took my copy, the one with the awards, the one I've had for 40 years, down to HR, and said let me see that other one I sent. Well, it had two medals listed on it, Vietnam service and National Defense. I said, 'well this isn't right.' So one person in HR said let's just staple this one, the one you have, to this one. And that's where the two came from," Lloyd said.
But spokesman Quigley confirmed Wednesday that the human resources department received the DD 214 with only two medals listed on March 22, and in mid-June, after the county received a letter alleging Lloyd has been dishonest about his military service, Lloyd gave the department the second DD 214, with the eight medals listed, to be "included in his personnel file."
FBI agent Halle said two DD 214s "can't happen."
Lloyd became emotional when asked about the toll the allegations have taken on him.
"It's been awful," he said. "There was no fraud or anything, there was no intent. I've never gotten more money for having military decorations, I've never gotten promotions for that, it had nothing to do with my employment in Cobb County. A matter fact, I'd just as soon forget all that. It was a short period, long time ago in my life."
As for accusations that Lloyd has lied about other achievements in the military, Lloyd admitted Wednesday that he has never been a Navy SEAL and never received the Purple Heart - accomplishments that were listed in a Smyrna Memorial Day Service program and in other biographies Hankerson said were found on Lloyd's computer.
The Smyrna Memorial Day Service program, which was also used for Lloyd's introduction, included claims that Lloyd was a SEAL and earned the Purple Heart, Silver Star and two Bronze stars.
But Lloyd said once he discovered the biography would state he was a SEAL and earned the Purple Heart, he attempted to correct the misinformation before and after the ceremony.
Lloyd provided signed affidavits from Smyrna City Councilman Mike McNabb, Smyrna Mayor Max Bacon and a fellow speaker at the Memorial Day service, Amie Boozer, stating they were aware of Lloyd's attempts to correct the misinformation.
Bacon said in his affidavit that Lloyd approached him after the ceremony and said: "Some of the things that were said about me in that introduction were not correct. I was not a Navy SEAL and I did not receive a Purple Heart...I don't know where they got that information." Bacon also said Lloyd "appeared to be upset about what was said during the introduction."
Smyrna City Councilman Wade Lnenicka earlier told the Journal that he received everything in the biography for the program directly from Lloyd, to which Lloyd said, "He is incorrect."
Hankerson has also cited discrepancies in Lloyd's biographies found on Lloyd's computer, some of which state he was a Navy SEAL, earned the Purple Heart and received other varying awards.
Lloyd claimed he has never distributed nor seen the biographies, including a curriculum vita, which states he was a SEAL. Lloyd said someone else added the third page of the document, which included his military background. However, an earlier page in the document also states he was a SEAL.
McKenney said Lloyd has passed a lie detector test held at his law firm's office. According to a form signed by the polygraph examiner, Steven Duncan, "it is the Examiner's opinion that no deception was indicated."
The letter states that Lloyd was asked if he lied about receiving his military awards, if he altered his original DD 214, if he told anyone he received a Purple Heart and if he told anyone he was a Navy SEAL. Lloyd responded no to all these questions, according to the letter.
Lloyd said Wednesday that Hankerson has not asked Lloyd to resign or placed him on suspension.
"I could have just gone. I could have just said I don't have to do this and just retired. But I didn't want to leave that way," Lloyd said. "I want the men and women to trust me, and the only way I can do it is to put all the cards on the table and say here it is, you take a look at it, and it's up to you. It's in the county manager's hands, and I have every confidence he'll be thorough, and he'll do what he feels is right for Cobb County."
If Lloyd is terminated, he can appeal that decision to county commissioners.

The Navy would know if they gave the man a Silver Star. They didn't or they would have provided proof by now. He was never a SEAL either. He lied. He lied about his record because for whatever reason he wanted people to think something of him that he doesn't himself believe.
The Navy awards medals for honorable service or for heroism. It denigrates that service and those heroes by pretending to be a recipient of these medals.
It doesn't matter what was going on behind the scenes or between the parties. The man provided records to the county about his service that were false -- not wrong, false. Even if one were to believe he didn't "know" they were false, he certainly knew there was a discrepancy and his answer to the county was that the better record was his. He didn't seem concerned at the time that there were two drastically different DD 214s!?!?
We know he lied about his service. What else did he lie about?
Something doesn't smell right here. Mr. Hankerson may not be at issue here, but the obvious overabundance of caution in making a decision, given a total lack of corroborating evidence in support of Mr. Lloyd, certainly indicates SOMEONE'S toes are too close to the wringer...and senior County managers don't appear to want that to come out.

IS there anyone who can testify to the presenation on the medals? I've seen many medals awarded and there are plenty of people around to see it happen. They don't mail those medal to you, do they?

It also explains why there are two DD214s (depite the MDJ trying to pass off an FBI agent as an expert on military records and DD214s). Many of the government's records were destroyed in that St. Louis fire and attempts were made to reconstruct some of them. Many of those attempts resulted in incomplete or inaccurate records.
If you just look at his age (20) at the time of the alleged awards, that would mean between 18 and 20 he would have to have gone through basic training, an additional course to learn his specific job, then be assessed into the Seal program, then complete the Seal School, then deploy to Vietnam and then do something so meritorious as to win a Silver Star and two Bronze Stars.
It just doesn't happen that way folks.
Unfortunately, he's a liar and should be prosecuted.
